TCU CAMPUS PARKING AND TRAFFIC REGULATIONS
Student Edition

Policy Statement
- TCU has
enacted the following parking and traffic regulations for safety and
security, as well as to make parking and traffic flow at TCU as
efficient as possible. They apply to all students and visitors.
Voluntary compliance with these regulations is the goal, rather than
to assess fines. Parking fines have been enacted to deter
violations.
- The university
is unable to provide “close-in” parking for all vehicles.
Purchasing a parking permit does not guarantee a parking
place nor does the perceived lack of parking space justify violation
of any parking regulation.
- Rules and
regulations are enforced year round, including weekends, holidays,
breaks, study days, and summer (with the exception of reserved and
maintenance spaces, which are enforced 7 am to 5 pm weekdays).

The speed limit
on all University property is 10 MPH. Violators may be ticketed.
- The fact that
a citation is not issued when a vehicle is illegally parked does not
mean nor imply that the regulation or rule is no longer in effect.
- TCU is not
responsible for loss or damage to vehicles parked on or in transit
on TCU property.
- Any vehicle
operated or parked on University property must comply with the state
registration requirements and display a current vehicle registration
sticker and license tags. Additionally, proof of liability
insurance must be carried in the vehicle and shown to the TCU Police
upon request. Failure to meet these requirements may result in the
vehicle being banned from campus.
- Any inoperable
vehicle on the TCU campus may be towed at the owner’s expense.
- Throughout the
year the campus hosts several special events that require reserved
parking for the patrons. This may result in some inconvenience to
students, but does not authorize drivers to violate parking
regulations.
- Any questions
regarding the parking and traffic regulations may be directed to the
TCU Police Department. The department is open 24 hours a day, seven
days a week and may be contacted at any time by calling 817-257-7777
or by using the emergency phones that are strategically located
throughout the campus. The Traffic/Records division can be
contacted during business hours (7:30 am-5:00 pm Monday through
Friday) at 817-257-7930.
Motor Vehicle Registration
- All vehicles
parked at any time on TCU property must display a current parking
permit. Permits may not be falsified, transferred to another person
or vehicle, forged or altered. Permits must be permanently affixed
to the outside of the vehicle’s window, lower left side. (Permits
for convertibles may be placed on the rear bumper, driver’s side.)
Motorcycle permits must be readily visible.
- The
non-refundable registration fee is as follows: If a permit is
purchased in the fall semester, the fee is $75. If a permit is not
purchased until the spring semester, the fee is $37.50. If a permit
is not purchased until the summer, the fee is $20. All permits will
expire on August 15, 2010. Motorcycle permits follow the same fee
schedule. (A permit purchased in the fall is valid the entire
academic year.)
- All expired
TCU parking permits must be removed from the vehicle prior to
affixing the current year permit.
- Purchasing a
new vehicle or changing from the vehicle originally registered
requires a replacement permit. Additionally, lost, stolen or
damaged permits must be replaced immediately. The fee for a
replacement permit is $5.00 when the remains of the original permit
are returned. Otherwise, the replacement fee will be the cost of
purchasing a permit for the remainder of the current year. This
fee applies to all permit types.
- Temporary
permits are available 24 hours a day, 7 days a week at the TCU
Police Department for those with a current parking permit. There is
no charge for a temporary permit; however, these will be issued for
a maximum of 30 days. If another vehicle is being used for longer
than 30 days, a permanent permit must be purchased.
- Student
permits are assigned according to where the student lives while
attending TCU. IE: Commuter, Worth Hills, or Main Campus. All
freshmen (less than 24 hours) living on the Main Campus will receive
a North Stadium permit. Students are responsible for changing their
permit at the beginning of the spring semester if living
arrangements change. There is a $5.00 replacement fee when the
remains of the original permit are returned.
- Only one
current TCU parking permit is permitted per vehicle. Exception:
Students living in Leibrock Village or Graduate Student Housing
require a commuter permit for parking on campus in addition to their
apartment permit.
Permit Types and Where to Park
- COMMUTER (CM)
– Parking is allowed in white lined spaces in lots 3, 4, 8, 10, 12
and any lot east of University Drive except reserved and visitor.
Lots 3, 4, 10 and 12 offer shuttle service. 15 minute spaces may
also be used. No parking is allowed in any visitor lot at any time.
- MAIN CAMPUS
(MC) –
Parking is allowed in white lined spaces in lots 3, 4, 5, 7, 9 and
the lot on the corner of Kent and Mid Court. 15 minute spaces may
also be used. No parking on the east campus at any time. No
parking is allowed in any visitor lot at any time.
- FRESHMAN (NS)
– parking allowed ONLY in lots 3, 4, or 5 24 hours a day, 7 days
a week. Vehicles parked in lot 3 must be moved by midnight
prior to home football game days and are allowed to park in student
spaces on the main campus or east campus. Vehicles must be returned
to lot 3, 4, or 5 by 5pm on the following day. 15 minute spaces may
also be used. No parking in Worth Hills or the east campus. No
parking is allowed in any visitor lot at any time.
- WORTH HILLS (WH)
– parking is allowed in the Worth Hills area and 15 minute spaces on
the main campus. Parking is also allowed on the east campus from
5pm – 7am weekdays and all day on weekends. No east campus parking
on weekdays from 7am – 5pm. Please use shuttle. No parking is allowed in any visitor lot at any time.
- MOTORCYCLE (M)
– parking allowed in any white lined space campus wide (excluding
visitor lots), designated motorcycle parking in the Library lot, and
10 minute spaces.
- HANDICAP –
only vehicles with Federal or State handicap license plates or
parking placards (hang tags) may park in designated handicap
spaces. TCU Police reserves the right to inquire as to the rightful
owner of disabled placards or disabled license plates and to request
proof of ownership if deemed necessary. A special TCU Handicap
permit (DP) is available to students who have Federal or State
license plates or placards. These are issued for identification
purposes only and are free of charge. A copy of the placard and
driver license and/or license plate must be on file.
- STUDENTS MAY
NOT PARK IN ANY VISITOR LOT OR SPACE AT ANY TIME.

Students MAY NOT use faculty/staff, reserved, or trustee permits for
any reason.

A student parking space is defined by a white line on both sides of
the vehicle on the surface of the student parking lot. If
the area is not striped as a parking space, then it IS NOT a parking
space.
SHUTTLE SERVICE
TCU provides a shuttle
service (TCU TRAC) from lots 3 and 4 to the main campus and east campus
and from lot 12 to the east campus. Also, the “T” (Fort Worth
Transportation Authority) operates two shuttle routes from Worth Hills
to the main campus and east campus. Shuttle routes, times and stops can
be found on the TCU Police website at
www.cap.tcu.edu.
Visitors
- All visitors
must obtain a visitor parking pass from the TCU Police Department
(24 hours a day, seven days a week).
- A visitor is
defined as one who has no affiliation, association, or relationship
with TCU as a student or employee. Students are not considered
visitors during Christmas break, Spring break, summer, or study
days.
- Students are
not considered visitors when driving a vehicle other than the one
registered or when using a vehicle on a temporary basis.

Visitors to TCU should be given parking guidance by the person or
organization inviting them to campus.
- Visitors using
vehicles that have a current TCU parking permit must comply with the
rules and regulations that apply to that permit.
- Visitors
should be encouraged to use the shuttle service to minimize
disruption of campus parking.
- Vistior
lots are open from 7am – 2am
every day. No overnight parking is allowed in visitor lots.
Vehicles must be moved to student parking areas by 2am.
Fines
- Students are
responsible for any citation issued to their vehicle.

Appeals
- All citations
issued by the TCU Police Department may be appealed within a
reasonable amount of time, preferably within 3 days of the date of
the citation.
- Appeals are
processed ONLY during business hours and must be done in person at
the TCU Police Department (3025 Lubbock Avenue, 7:30 am to 5:00 pm,
Monday thru Friday).
- The decision
of the Appeals Committee is final.
Immobilized (booted) or Towed Vehicles
- Vehicles that
have been charged with three (3) or more citations may be
immobilized or towed. There is a $50 service charge to release an
immobilized vehicle. The owner of a vehicle towed from campus is
responsible for all costs related to the towing and storage of the
vehicle.
- The University
shall not, nor shall any of its authorized personnel, be liable or
assume any responsibility for any loss or damage resulting from a
vehicle being immobilized or towed.
- The payment of
fines for traffic citations does not remove citations from the
record. Citations accumulate during the academic year.
- Vehicles
illegally parked (regardless of number of violations) are subject to
being immobilized or towed when parked in or obstructing a fire
lane, reserved space, handicap or handicap access space, overtime in
a loading zone, blocking another vehicle in a parking space, or
blocking a driveway, aisle, entry or exit to any parking area.
- If a vehicle
has been towed or immobilized, the individual seeking release of the
vehicle may obtain the necessary information from the TCU Police
Department by calling 817-257-7777.
Disciplinary Action for Excessive Violations
- An indefinite
number of parking citations will not be tolerated.
- Persons who
have been charged with three citations may be notified that their
parking privileges are in jeopardy.
- Upon receipt
of the sixth citation, parking privileges may be immediately
suspended. At that time, the person will be notified to turn in
their parking permit, and will receive another permit which allows
them to only park in Lots 2, 3, or 4 for the remainder of the
academic year.
- Failure to
comply with the terms of the suspension, or continued receipt of
citations may result in an additional $100.00 fine along with the
offense fine, immediate towing, and disciplinary action by the Dean
of Students.
Football Game Days
- All students
must pay to use the Coliseum/Stadium parking lots for attendance at
football games, even though they may have a valid parking permit on
their vehicle. Charges may be avoided if entry to Lot 5 or Lot 7
(see map) is no later than 5 hours prior to game time.

Vehicles parked
in Lots 1, 2, 3, 4, and 8
(see map) must be moved by midnight prior to game day.
- Special
instructions may be in place for weeknight games.
Residence Halls Move In/Out Procedures
- Special
loading/unloading areas will be designated for fall “move in” and
spring “move out” of residence halls and identified by temporary
signs.
- Visitors
(parents) and students are expected to show courtesy to others by
moving vehicles from these zones into other authorized parking
spaces as soon as possible.
- Vehicles are
forbidden from driving or parking on sidewalks or grass at any
time. Violators are subject to having their vehicles towed at
owner’s expense.
- Once the
temporary signs are removed, regular parking rules will be enforced.
Miscellaneous Information
- All persons
should lock their vehicles while parked on campus.
- Electric
markers are available at the TCU Police Department to use to mark
property for identification purposes.
- Theft of,
damage to or accidents involving vehicles should be reported to the
TCU Police immediately.
- Theft of or
damage to personal property or property owned by TCU (while on
campus) should be reported to the TCU Police immediately.
- All lost and
found items should be reported to or brought to the TCU Police
Department as soon as possible.
- The University
Christian Church parking lots are available under certain
circumstances (signs posted) and may be closed to TCU students
during special events.
- University
Baptist Church allows TCU students to park in the small lot on the
corner of McPherson and Shirley Streets from 6 am to 6 pm, weekdays
only. Towing is enforced at all other times. No parking is allowed
in any other UBC lot. Signs posted.
- No parking on
West Cantey in front of Alice Carlson Elementary School as per
signs.

Students may not leave their vehicle
on TCU property during a semester in which they are not enrolled
(including summer) without the consent of the TCU Police Chief.
Vehicle may be towed.
Parking

Special Regulations
-
The D J Kelly
Alumni Center (Lot 6) parking lot is for visitors only. No
overnight parking. Lot closes every night at 2am.
-
The visitor
lots at the Tom Brown/Pete Wright complex and on Lubbock Avenue are
closed every day from 2am to 7am. No overnight parking.
-
North Drive
is available for 15 minute loading/unloading, Hall Director,
Handicap, LEEDS, Linbeck and Beck only.
-
All
commuter, faculty/staff, and reserved lots close at midnight
with the exception of the Library Lot and the lot on Merida,
behind the TCU Police Department.
-
Reserved
spaces (except those marked “24 hour”) are valid only on weekdays
from 7am to 5pm.
-
The reserved
area in front of Daniel Meyer Coliseum will be available to
commuter permits from 5pm to 3am unless closed for special
events. All vehicles must be moved by 3am or face immediate
tow.
-
Any possession of narcotics or of weapons (even with a State of
Texas “Concealed Carry” permit) on the TCU campus is in
violation of TCU regulations.
-
Bicycles
should be secured in bicycle racks and registered with the TCU
Police Department. Riders must comply with all state and local
laws. Pedestrians have the right of way.
-
Individuals
who are non-TCU ROTC students may obtain a special parking permit
from the TCU Police Department which will authorize them to park in
the AFROTC lot, Library lot, Lot 8, lot 12 and Coliseum lot between the
hours of 7:30 am and 5:00 pm.
-
Special
temporary disabled/handicap permits may be obtained from the TCU
Police Department by presenting a doctor’s certificate stating
length of disability. The special permit allows parking in all
student areas and visitor lots. It DOES NOT allow parking in State
handicap spaces, reserved spaces, fire lanes, or 15 minute zones. A
current TCU permit is required to obtain a temporary
disabled/handicap permit.

All buses, RV’s, trailers, and boats
must obtain permission from the TCU Police Chief before parking on
TCU property. NO PERMANENT PARKING ALLOWED FOR THESE VEHICLES.
Exceptions
-
Due to construction during the
course of the year, TCU reserves the right to alter parking
designations on any lot.
-
Additional parking lots may become
available during the year. Signs posted at the entrance to each lot
will designate what type of permit is allowed.
-
Signs posted at the entrance to all
lots will take precedence over any regulation in this brochure.
-
Shuttle Service (TRAC) hours of

non-refundable registration fee for a full time employee
(works 50% or more) is as follows: a faculty/staff permit purchased
in the fall is $75. If a faculty/staff permit is not purchased
until the spring, it is $37.50 and if a faculty/staff permit is not
purchased until summer, it is $20. Reserved permits are $250 when
purchased in the fall and $125 when purchased in the spring.
Reserved permits are not available for purchase in the summer. The
non-refundable registration fee for a part-time (works less
than 50%) or temporary employee is as follows: fall, $37.50;
first time purchase in spring, $18.75; first time purchase in
summer, $10. Reserved permit fees are the same for a
part-time/temporary employee as for a full time employee.
Motorcycle permit fees follow the same schedule as above. All
permits expire on August 15, 2010.
- Replacement
permits may be obtained throughout the year. The replacement fee is
$5.00 when the remains of the original permit are returned. THIS
FEE APPLIES TO ALL PERMIT TYPES. When the remains of the original
permit are not returned, the replacement fee is the cost of
purchasing a permit for the remainder of the current year.
- Temporary
permits are available 24 hours a day, 7 days a week at the TCU
Police Department for those with a current parking permit. There is
no charge for a temporary permit; however, these will be issued for
a maximum of 30 days. If another vehicle is being used for longer
than 30 days, a permanent permit must be purchased.

FACULTY/STAFF– parking allowed in white lined spaces in lots with
signs designating F/S permit allowed, non-reserved orange lined
spaces, and 15 minute spaces. Students (including children or
dependents of employees) may not use faculty/staff parking. No
parking in visitor lots at any time.
- RESERVED–
parking allowed in assigned lot, and 15 minute spaces. Parking is
allowed in any non-reserved lot when visiting another area of campus
that requires the vehicle to be driven. Reserved lots are enforced
7am – 5pm weekdays (with the exception of 24 hour reserved spaces).
Students (including children or dependents of employees) may not use
reserved lots during the enforcement periods. No parking at any
visitor lots at any time.
- X Permit –
parking allowed ONLY in the designated free lot (lot 2, below the
stadium). Only one free permit will be issued per employee. If
more than one vehicle is driven by the employee, a temporary permit
must be obtained. The replacement fee for a free permit is $5.00
and THE ORIGINAL PERMIT MUST BE RETURNED. No parking in any visitor
lots at any time.
- MOTORCYCLE –
parking allowed in any white lined space campus wide (excluding
visitor lots), designated motorcycle parking in the Library lot, and
15 minute spaces.
- HANDICAP –
only vehicles with Federal or State handicap license plates or
parking placards (hang tags) may park in designated handicap

reasonable amount of time, preferably within 3 days of the date of
the citation.
- Appeals are
processed ONLY during business hours and must be done in person at
the TCU Police Department (3025 Lubbock Avenue, 7:30 am to 5:00 pm,
Monday thru Friday).
- The decision
of the Appeals Committee is final.
Immobilized (booted) or Towed Vehicles
- Vehicles that
have been charged with three (3) or more citations may be
immobilized or towed. There is a $50 service charge to release an
immobilized vehicle. The owner of a vehicle towed from campus is
responsible for all costs related to the towing and storage of the
vehicle.
- The University
shall not, nor shall any of its authorized personnel, be liable or
assume any responsibility for any loss or damage resulting from a
vehicle being immobilized or towed.
- The payment of
fines for traffic citations does not remove citations from the
record. Citations accumulate during the academic year.
- Vehicles
illegally parked (regardless of number of violations) are subject to
being immobilized or towed when parked in or obstructing a fire
lane, reserved space, handicap or handicap access space, overtime in
a loading zone, blocking another vehicle in a parking space, or
blocking a driveway, aisle, entry or exit to any parking area.
- If a vehicle
has been towed or immobilized, the individual seeking release of the
vehicle may obtain the necessary information from the TCU Police
Department by calling 817-257-7777.
Disciplinary Action for Excessive Violations
- An indefinite
number of parking citations will not be tolerated.
- Persons who
have been charged with three citations may be notified that their
parking privileges are in jeopardy.
- Upon receipt
of the sixth citation, parking privileges may be immediately
suspended. At that time, the person will be notified to turn in
their parking permit, and will receive another permit which allows
them to only park in Lots 2, 3, or 4 for the remainder of the
academic year.
- Failure to
comply with the terms of the suspension, or continued receipt of
citations will result in an additional $100.00 fine along with the
offense fine. The employee’s department head or Vice Chancellor
will be notified of the excessive violations.
Football Game Days
- All employees
must pay to use the Coliseum/Stadium parking lots for attendance at
football games, even though they may have a valid parking permit on
their vehicle. Charges may be avoided if entry to Lot 5 or Lot 7
(see map) is no later than 5 hours prior to game time.

Vehicles parked
in Lots 1, 2, 3, 4, and 8
(see map) must be moved by midnight prior to game day.
- Special
instructions may be in place for weeknight games.
Miscellaneous Information
- All persons
should lock their vehicles while parked on campus.
- Electric
markers are available at the TCU Police Department to use to mark
property for identification purposes.
- Theft of,
damage to or accidents involving vehicles should be reported to the
TCU Police immediately.
- Theft of or
damage to personal property or property owned by TCU (while on
campus) should be reported to the TCU Police immediately.
- All lost and
found items should be reported to or brought to the TCU Police
Department as soon as possible.
- The University
Christian Church parking lots are available under certain
circumstances (signs posted) and may be closed to TCU employees
during special events.
- University
Baptist Church allows TCU employees to park in the small lot on the
corner of McPherson and Shirley Streets from 6 am to 6 pm, weekdays
only. Towing is enforced at all other times. No parking is allowed
in any other UBC lot. Signs posted.

Violations (Citations are issued 24 hrs a day, 7 days a week.)

Special Regulations
- The D J
Kelly Alumni Center (Lot 6) parking lot is for visitors only.
No overnight parking. Lot closes every night at 2am.
- The visitor
lots at the Tom Brown/Pete Wright complex and on Lubbock Avenue are
closed every day from 2am to 7am. No overnight parking.
- No parking
at any time in the interior of the main campus (North Drive, South
Drive, front of Foster Hall, etc.). Violators are subject to
ticketing, immobilization and/or towing at owner’s expense.
- All commuter,
faculty/staff, and reserved lots close at midnight.
- Reserved
spaces (except those marked “24 hour”) are valid only on weekdays
from 7am to 5pm.
- Any possession
of narcotics or of weapons (even with a State of Texas “Concealed
Carry” permit) on the TCU campus is in violation of TCU regulations.
- Bicycles
should be secured in bicycle racks and registered with the TCU
Police Department. Riders must comply with all state and local
laws. Pedestrians have the right of way.
- Special
temporary disabled/handicap permits may be obtained from the TCU
Police Department by presenting a doctor’s certificate stating
length of disability. The special permit allows parking in all
student areas and visitor lots. It DOES NOT allow parking in
State handicap spaces, reserved spaces, fire lanes, or 10 minute
zones. A current TCU permit is required to obtain a temporary
disabled/handicap permit.

All buses, RV’s, trailers, and boats
must obtain permission from the TCU Police Chief before parking on
TCU property. NO PERMANENT PARKING ALLOWED FOR THESE VEHICLES.
Exceptions

Due to construction during the
course of the year, TCU reserves the right to alter parking
designations on any lot.

Additional parking lots may become
available during the year. Signs posted at the entrance to each lot
will designate what type of permit is allowed.

Signs posted at the entrance to all
lots will take precedence over any regulation in this brochure.

Shuttle Service (TRAC) hours of
operation may be adjusted throughout the year.
